Windows XP(Home) SP3, IE 8, OE 6

Hi, I used TweakUI XP and other tweaks to get my Computer to load to the
desktop when boot/re-booting, in normal mode.  Most of the other Tweaks did
not work and the last thing I used to get my Computer to boot to the desktop
was TweakUI XP.

I spent a lot of time getting my Computer to "Boot To DeskTop".  Everything
works fine and I am quite satisfied.  I also find that "Boot To DeskTop" is
enabled in "Safe Mode".  How do I get the Welcome Screen that lists the
Administrator Account and Guest account back in Safe Mode?  I still want to
keep the "Boot To Desktop" behavior in normal mode.  I want the ability to
sign into the Administrator Account.

The loss of the Safe Mode Welcome Screen did not start with the install of
IE 8, but possibly after the upgrade to SP 3.
