How can i do a fresh install of my windows xp system if i have not

I want to do a fresh install of my windows xp OS as it is old and strugling.
The problem being i never had a recovery disk when i got the laptop the OS
was pre installed and there is no recovery partition and no disc was
supplied. So how can i get or creat a recovery disk so i can do a fresh
install of windows xp?

You go back to the seller and ask why they did not actually include a
legitimate license of the OS with the hardware.  If Windows was included
then the seller is required to provide the installation media whether it
be bootable CDs, a restoration image in a hidden partition, or whatever
gives you the factory-delivered state of the host when it was sold.

With the legitimate installation media for the OS, all you bought was
hardware that included a dirty hard disk that the seller was too lazy to
erase or deliberately used to misled the buyer into thinking they got a
legal copy of Windows.

If you are unwilling or cannot go after the seller to force them to
provide the installation media then another option is to go out and buy
a legal license of Windows since you didn't get one with the hardware.
